Upping the attachment allowment on the forums

Thanks to Psi*, we discovered an issue where, for some reason, there was a global limit of bytes that each userclass was allowed to upload in total for attachments - in this case, 10MB. I am sure some of you have hit that limit in the past and just kept quiet about it, because that's a super-small limit if there ever was one.

This is a note to say that the limit has been turned off, so if you ran into a problem before, it no longer exists now :-)
